Chapter XVI. Use of External Lighting Devices and the Horn
127. During hours of darkness and in conditions of insufficient visibility, regardless of whether the road is lit, as well as in tunnels, the following lighting devices must be switched on while vehicles are moving:
on all motor vehicles and mopeds, the main-beam or dipped-beam headlights; on bicycles, headlamps or lamps; and on animal-drawn vehicles, lamps (if present);
on trailers and towed motor vehicles, the position lights.
128. Main-beam headlights must be dipped:
in built-up areas, if the road is lit;
at a distance of no less than 150 m from an oncoming vehicle; and if the driver of that vehicle, indicates the need to do so by repeatedly switching the headlight beams, then at a greater distance;
in any other cases—in order to exclude the possibility of causing glare to the drivers of oncoming and vehicles travelling in the same direction.
129. In the event of glare, the driver must activate the hazard warning lights and, without changing lanes, reduce speed, and if necessary stop.
130. In darkness on unlit sections of the road, and under conditions of insufficient visibility regardless of whether the road is lit, the vehicle’s position lights must be switched on during stopping and parking. Under conditions of insufficient visibility, the dipped-beam headlights, front fog lamps or rear fog lamps may also be used together with the position lights.
131. The rear fog lamps may be used only under conditions of insufficient visibility.
132. The front fog lamps may be used on vehicles in motion:
in darkness on unlit sections of roads—simultaneously with the low or high beam of the headlights;
under conditions of insufficient visibility—both separately and simultaneously with the low or high beam of the headlights;
instead of the low beam of the headlights—in the cases provided for in point 133 of the Rules.
133. During daylight hours, to make a moving vehicle conspicuous, the low beam of the headlights must be activated:
on motorcycles and mopeds;
when moving in an organized vehicle convoy;
on public transport vehicles moving in a dedicated lane against the main flow;
when performing the organized transportation of groups of children;
when carrying oversized, heavy or dangerous loads or containers that have not been decontaminated;
when towing motor vehicles (on the towing vehicle).
134. A spotlight or searchlight may be used only outside built-up areas, in the absence of oncoming and vehicles travelling in the same direction. In built-up areas, such lights may be used only by drivers of vehicles equipped, as required, with blue or blue and red flashing beacon lights and a special sound signal (siren), when performing official tasks.
135. The "Road train" identification sign must be activated on a road train in motion (with the exception of light passenger motor vehicles with a trailer); and in darkness and under conditions of insufficient visibility—also during stopping and parking, taking into account the requirements of point 130 of the Rules.
136. Sound signals may be used only:
outside built-up areas, to warn other drivers of an intention to overtake;
in cases when this is necessary to prevent a road traffic accident.
137. To warn of an intention to overtake, a light signal may be given instead of the sound signal (or simultaneously with it), which consists of repeatedly switching the headlights on and off during daylight hours, and in darkness—repeatedly switching between dipped and main beam.
