Chapter VII. Traffic Speed

65. The driver must drive the vehicle at a speed not exceeding the applicable speed limit, taking into account the intensity of traffic, the condition and characteristics of the vehicle and its load, road and weather conditions—in particular, the condition of the road surface and the visibility in the direction of movement.

66. The driver must choose a speed that enables them to maintain full control of the vehicle in accordance with the requirements of the Rules.

67. If a hazard or obstruction arises that the driver could have detected, he must take measures to reduce speed—up to and including stopping the vehicle. In this case, passing and bypassing the obstruction are permitted if the driver is convinced that this is safe for other road users.

68. Within built-up areas, the movement of vehicles is permitted at a speed of no more than 60 km/h; and in those areas the entrance to and exit from which are marked with signs 5.21 "Residential zone" and 5.22 "End of residential zone", as well as in residential courtyard areas—at a speed of no more than 20 km/h.

69. Outside built-up areas, movement is permitted:

  1. at a speed of no more than 90 km/h for passenger cars and goods vehicles with a permissible maximum mass of no more than 3.5 t (at a speed of no more than 110 km/h on motorways);

  2. at a speed of no more than 90 km/h for buses performing suburban, inter-regional and intercity passenger transport, minibuses and motorcycles on all roads;

  3. at a speed of no more than 70 km/h for all other buses, passenger cars towing a trailer, and goods vehicles with a permissible maximum mass exceeding 3.5 t (at a speed of no more than 90 km/h on motorways).

70. Within built-up areas and on separate sections of roads outside built-up areas, by means of the use of sign 3.24 "Maximum speed limit", a speed either lower or higher than the maximum speed established by points 68—70 of these Rules may be established. In case of establishing, by means of the use of sign 3.24 "Maximum speed limit", a speed higher than the maximum speed established by points 68—70 of these Rules, it may not exceed 80 km/h within a built-up area, and 110 km/h outside a built-up area.

71. Movement is permitted:

  1. at a speed of no more than 60 km/h—for goods vehicles carrying people in an appropriately equipped cargo bed, and for vehicles transporting organized groups of children;

  2. at a speed of no more than 50 km/h—when towing another motor vehicle.

72. The driver is prohibited:

  1. to exceed the maximum speed established by the technical specifications of the given vehicle;

  2. to exceed the speed indicated by the "Speed limit" identification sign displayed on the vehicle;

  3. when transporting oversized, dangerous or heavy cargo—to exceed the speed determined when the transport conditions were agreed;

  4. to move at a very low speed without necessity, obstructing the movement of other vehicles;

  5. to brake sharply, if this is not necessary in order to prevent a road traffic accident.
