List of Other Malfunctions and Conditions

Vehicle operation is prohibited if:

1) the windscreen wipers do not operate in the prescribed mode, or the windscreen washers provided for by the vehicle design do not operate;

2) the number, arrangement, or class of rear-view mirrors does not meet the requirements of the applicable standard, or glazing provided for by the vehicle design is missing;

3) the audible warning device does not operate, or the device or the sound it emits does not comply with the applicable standard;

4) items or objects are installed that may injure road users or restrict the driver's field of view from the driving position;

5) of the vehicle:

a. the light transmittance of the windows (including the rear windscreen or rear side windows with window tint film) does not meet the limits established by the legislation of the Republic of Armenia;
b. the windscreen or front side windows are curtained;
c. the rear window or rear side windows are curtained and two exterior rear-view mirrors are not fitted;

6) the locks of the body or cab doors or the engine bonnet, the locks of the manhole covers of cisterns and the sideboards of cargo platforms, the fuel-tank caps, the mechanism for adjusting the position of the driver's seat, the emergency door openers of buses and the stop-request signal, the interior lighting devices of the bus saloon, the emergency exits and the devices for putting them into operation, the door control actuator, the speedometer, the tachograph, the anti-theft and window heating and defrosting devices—provided for by the design of vehicles—do not work;

7) the rear underrun protection device, mudguards and splash guards provided for by the design are missing;

8) the towing or coupling devices of the tractor or trailer are faulty, and the safety chains (cables) provided for by the design are missing or faulty.

There is play in the connections of the frames of the motorcycle and the sidecar;

9) the following are missing:

a. the medical kit, fire extinguisher, emergency stop sign (a flashing red lamp)—in buses, light passenger and cargo motor vehicles and wheeled tractors;
b. no fewer than two wheel chocks—respectively, in cargo motor vehicles and buses with a permissible maximum mass exceeding 3.5 t and 5 t;
c. the medical kit, emergency stop sign (a flashing red lamp)—in motorcycles with a sidecar;

There must be at least two fire extinguishers in a bus, one in the driver's cab and the other in the saloon, and in the other vehicles indicated—in easily accessible locations.
The list of compulsory medicines and medical supplies contained in the medical kit is approved by the Minister of Health of the Republic of Armenia;

10) vehicles, except for cases provided for by the established procedure, are equipped with flashing beacon lights and (or) special sound-signal devices, or color graphics and inscriptions are displayed on their bodies (the requirements applicable to vehicle color graphics and to the flashing beacon lights and special sound signals installed on them are established by the standard, and the list of vehicles which may be equipped with them is established by the Government of the Republic of Armenia);

11) the seat headrests or seat belts provided for by the design of the vehicle are missing or do not work, or there are visible tears on the webbing of the seat belts;

12) on motorcycles and mopeds the footrests provided for by the design are missing, the transverse grab handle for the pillion passenger is missing, or, on motorcycles, the protective bars are also missing;

13) the spare-wheel holder, the lifting-lowering mechanism or the winch does not work;

14) on the semi-trailer the support equipment, the locking device for the transport position of the supports, or the support lifting-lowering mechanism is missing or faulty;

15) the tightness of the connections or seals of the engine, gearbox, transfer case, rear axle, clutch, storage battery, air-cooling and conditioning system, and of hydraulic equipment additionally installed on the vehicle, is broken;

16) on motor vehicles equipped with a gas-cylinder fuel system, the technical parameters indicated on the outer surface of the gas cylinders do not correspond to the data indicated in the vehicle technical certificate; the dates of the last and the planned inspections are absent;

17) changes (modifications) have been made to the design of the vehicle without the permission of the body carrying out the registration of the vehicle;

18) the registration plates or the manner in which they are positioned or secured do not comply with the requirements of legislation or the applicable standards, or the registration plates are missing;

19) the motor vehicle by which practical driver training is being carried out does not have the appropriate identification sign or is not equipped with an additional rear-view mirror (for the instructor) or with additional clutch (except for vehicles with automatic transmission) and brake pedals;

20) the steering, brake or sound-signal device of the bicycle is faulty, or it is not equipped at the front with a white retroreflector and a lamp or marker light (for movement in the dark and in conditions of insufficient visibility), at the rear—with a red retroreflector or marker light, and at the sides—with amber or red retroreflectors;

21) the horse-drawn cart does not have the parking brake or wheel chocks provided for by the design, is not equipped at the front with two white retroreflectors or lamps (for movement in the dark and in conditions of insufficient visibility), and at the rear—with two red retroreflectors or lamps.
